| The Hong Kong College of Family Physicians (HKCFP) will jointly organize the Conferment Ceremony with Hong Kong College of Community Medicine (HKCCM) on March 22, 2003 at the Hong Kong Academy of Medicine Jockey Club Building. Apart from recognizing candidates who have been successful in the HKCFP/RACGP Conjoint Examination, Honorary Fellowship will be conferred to Dr Zhang Wenkang, Minister of Health of the People's Republic of China, Dr Shigeru Omi, Regional Director of the Western Pacific Regional Office of the World Health Organization and Dr Leong Che Hung, President of the Hong Kong Academy of Medicine by HKCCM and Dr Stephen Foo by HKCFP. This year, Dr E K Yeoh, Secretary for Health, Welfare and Food has kindly accepted our invitation to deliver the 14th Dr Sun Yat Sen Oration, entitled "Medicine without the Medicine". All Fellows, members and their spouse are cordially invited to the conferment ceremony and the Oration followed by a cocktail reception. Details are as follows: |

REGULATIONS FOR AWARD OF
CERTIFICATE OF QUALITY ASSURANCE All Fellows and members of our College (except student & affiliate members) are automatically registered with the Quality Assurance Programme (QA) at the beginning of each academic year. Accreditation will be recorded throughout the year in the form of "credit points". At the end of the academic year, summation of the total score will be recorded in the member's record. A Certificate of Quality Assurance will be awarded to those Members and Fellows who have satisfied the requirements listed in Section 2 below, upon payment of an administrative fee of HK$200. The total number of "credit points" accumulated will be endorsed on the Certificate as recognition of performance in Quality Assurance. |

| (1) | The Award of the Certificate of Quality Assurance is open to all participants of the QA Programme. Fellows and members of the HKCFP who fulfill the requirements of the Certificate of Quality Assurance can retain their active status. In addition, Fellows of the Hong Kong Academy of Medicine (Family Medicine) have to comply with the regulations set by the Hong Kong Academy of Medicine, which are summarized under section 3. |
||
| (2) | The requirements for the award of the Certificate of Quality Assurance are 30 credit points within the academic year and also participation in a minimum of 3 different types of activities to be eligible for the certificate, subject to the following provisions:- |
||
| 2.1 | At least 10 credit points must be obtained from the Continuous Professional Development (CPD) activities (listed in subsections 4.1 to 4.23). |
||
| 2.2 | At least a combined total of 20 credit points must be obtained from a combination of the Continuous Professional Development activities (subsections 4.1 to 4.23) and the CME activities organized by the Hong Kong College of Family Physicians (subsections 5.1 to 5.8). |
||
| 2.3 | A maximum of 15 credit points will be considered for each subsection of educational activity. |
||
Please note that subsection 2.3 only applies to the calculation of the total credit points requirement for the award of the Certificate. When a participant qualifies to be awarded the Certificate, the actual number of credit points scored will be recorded on the Certificate. |

| (3) | The CME Programme of the FHKAM consists of three-yearly CME cycles organized through individual Colleges. All existing FHKAM (FM), including overseas fellows, are required to register with the Quality Assurance programme of HKCFP at the beginning of each year (January). Accreditation will be recorded throughout the academic year in the form of credit points. Both the annual & total accumulative score within the 3-year cycle will be sent to the Fellows at the end of each academic year. As our College's Assurance programme is structured on a calendar year basis, the commencement of the first 3-year QA cycle for new HKAM fellows who are conferred between January 1 to June 30 will be adjusted back to January of the same year. For new fellows who are conferred between July 1 to December 31, the QA cycle will commence on January of the following academic year. All FHKAM (FM) fellows are required to fulfill the following criteria laid down by HKAM: |

| 3.1 | They must attain either a CME or QA certificate from the HKCFP each year. |
||
| 3.2 | They must attain a minimum of 90 credit points over the 3-year cycle. |
||
| 3.3 | Teaching medical/postgraduate students and research activities are not recognized by HKAM as CME activities. Fellows who include teaching medical/postgraduate students or research activities (listed under items 4.1 and 4.2) as part of their minimum 10 CPD points requirement for the QA certificate need to get the corresponding number of extra CME/CPD points from other categories to cover up. For example, if you get 20 CME points, 5 CPD points form teaching medical students (item 4.1) and 5 CPD points from any activities from 4.3 to 4.22, you have to get extra 5 CME/CPD points (from 4.3 to 6.7) because the 5 CPD points from 4.1 would NOT be counted as CME activities under HKAM guidelines. |
||
| (4) | Continuous Professional Development (CPD) with automatic computer recording except for items 4.2, 4.8 and 4.22. |
||
Activities related to undergraduate teaching/research: |
|||
| 4.1 | Up to 5 points may be awarded for teaching/tutoring medical students in family medicine attachments for a full year upon receipt of the recommendatio |
||
| 4.2 | Accreditation may be given to participation in research work related to the field of General Practice. The number of credit points awarded will be decided by the QA & A Committee only after individual application at a maximum of 4 points per quarter of data collection. |
||
Activities related to training: |
|||
| 4.3 | 5 points may be awarded for acting as a mentor/clinical supervisor of vocational trainees in Family Medicine for that particular year. |
||
| 4.4 | 5 points may be awarded for acting as assessor for the Primary Medical Care Certificate Assessment in Family Medicine, as examiner for the Conjoint Fellowship Examination of the RACGP and the College, or as assessor of the Exit Assessment of HKCFP Higher Vocational Training for that particular year. |
||
| 4.5 | Up to 5 credit points may be awarded for that particular year for being a CPR Instructor or an instructor of the Distant Learning Courses organized by the College. |
||
Activities related to exam: |
|||
| 4.6 | 5 points may be awarded for passing each segment (55% or above) in the Primary Medical Care Certificate Assessment in Family Medicine, or for passing each segment (65% or above) of the Conjoint HKCFP/RACGP Fellowship Examination or for passing each segment of the Exit Assessment of the HKCFP Higher Vocational Training for that particular year. |
||
| 4.7 | 2 points may be awarded for passing the Cardiopulmonary resuscitation and basic life support (CPR) assessment organized by our College. |
||
| 4.8 | Up to 5 points may be awarded for passing
a professional examination relevant to General Practice/Family Medicine.
The number of credit points awarded will be decided by the QA & A Committee
only after individual application. |
||
| Activities related to audit/quality development | |||
| 4.9 | Up to 5 points may be awarded for participating
in a quality assurance exercise/workshop or clinical attachment courses
organized by our College. |
||
| 4.10 | Up to 15 points may be awarded for the
submission of a self-audit report on an evidence-based medical protocol,
such as Eli Lilly Centre Audit Protocols, to the QA & A Committee. The
protocols are available from the College Secretariat. |
||
| 4.11 | Up to 10 points may be awarded to a College
assigned practice visit upon submission of a written peer audit report
to the QA & A Committee. The protocol is available from the College
Secretariat. |
||
| 4.12 | Up to 10 points may be awarded to a self-audit
on the Prescription Pattern upon submission of a written report. |
||
| 4.13 | Up to 10 points may be awarded to a self-audit
on the Referral Pattern upon submission of a written report. |
||
| 4.14 | Up to 10 points may be awarded to a self-audit
on the Investigation Pattern upon submission of a written report. |
||
| 4.15 | Up to 10 points may be awarded to a self-audit
on Prevention Activities upon submission of a written report. |
||
| 4.16 | Up to 10 points may be awarded upon submission
of a completed Portfolio of the Self Learning Plan. |
||
| 4.17 | One credit point may be awarded for being
a moderator and up to 3 credit points for being a speaker on session
basis for activities listed in subsections 5.3 to 5.5 and from 6.1 to
6.2 upon receipt of the recommendations from the organizing institutions
before the end of the academic year. |
||
| 4.18 | One credit point may be awarded on session
basis for being the chairperson/speaker of the pre-approved discussion
group listed in subsection 5.6 upon receipt of the recommendations from
the Board of Education before the end of the academic year. |
||
| 4.19 | Up to 2 credit points may be awarded
upon submission of a completed Professional Development log after reading
a journal article published in the HK Practitioners or the Hong Kong
Medical Journal. |
||
| 4.20 | Up to 2 credit points may be awarded
upon submission of a completed Professional Development Log after attending
a professional development activity organized by the College. |
||
| 4.21 | Up to 5 credit points may be awarded
to a critical appraisal report on a journal article published at the
Hong Kong Practitioners or the Hong Kong Medical Journal. |
||
| 4.22 | Accreditation may be awarded for publishing
journal articles, books or thesis with a maximum of 10 points for each
journal article published in an indexed or refereed journals or publishing
a medical book or thesis; and a maximum of 5 points for each journal
article published in other journals or publications not mentioned above.
The number of credit points awarded will be decided by the QA & A Committee
only after individual application except for publications in the Hong
Kong Practitioner, which will be automatically updated by the computer.

| (5) | Continuing Medical Education (CME) with automatic computer recording | ||
| 5.1 | One credit point may be awarded for each
correct set of answers (with score over 50%) to the MCQs provided at
College educational activities or enclosed in the College Journal, the
Hong Kong Practitioner. Only answers returned to the College within
the specified time will be assessed. |
||
| 5.2 | One credit point may be awarded for attending
each video session organized by our College. |
||
| 5.3 | Up to 2 credit points may be awarded
for attending each afternoon or evening lecture or for attending each
meeting and seminar organized by our College. |
||
| 5.4 | Up to 4 credit points may be awarded
for attending each half-day workshop or symposium organized by our College.
|
||
| 5.5 | Up to 2 credit points may be awarded
for attending each seminar and up to four credit points may be awarded
for each Sunday workshop/symposium at the Annual Refresher Course organized
by our College. |
||
| 5.6 | One credit point may be awarded for participation
in small discussion group that is pre-approved by our College's Board
of Education. |
||
| 5.7 | Up to 12 credit points may be awarded
for satisfactory completion of the full-year HKCFP "Check on Check"
programme. |
||
| 5.8 | Up to 15 points may be awarded for each
clinical attachment organized by our College. |
||
| (6) | Other Educational Activities | ||
Apart from educational functions
organized by our College, medical education organized by other institutions
and in other forms may be accredited CME points under the following
guidelines: |

| 6.1 | Medical conferences or educational activities
organized by other Colleges of the Hong Kong Academy of Medicine may
be accredited upon application for prior approval by the organizing
institution. The number of credit points awarded will be decided by
the QA & A Committee with a maximum of 10 points per activity. Only
activities with participation records will be accredited. The computer
will automatically update pre-approved functions. |
||
| 6.2 | Seminars/workshops/symposia/conferences/
postgraduate courses in Family Medicine organized by other institutions
may also be accredited upon application for prior approval by the organizing
institution. The number of credit points awarded will be decided by
the QA & A Committee with a maximum of 10 points per function. Only
functions with attendance records will be accredited. The computer will
automatically update pre-approved functions. |
||
| 6.3 | Up to 10 credit points may be awarded
for satisfactory completion of the electronic MCQs on Internet web sites
that are pre-approved by the Board of Education at 1 credit point for
each correctly completed topic. Pre-approved functions will be automatically
updated by the computer. |
||
| 6.4 | Accreditation may be awarded for attending
overseas symposia/conferences etc. organized by sister WONCA Colleges.
The number of credit points awarded will be decided by the QA & A Committee
only after individual application with a maximum of 10 points per meeting.

||
| 6.5 | Accreditation may be awarded for attending
postgraduate courses designed for general practitioners, e.g. Diploma
courses and Master courses in Family Medicine. Award is normally given
on completion of the course, unless the course lasts for more than 12
months and is taken and graded in sub-units. Photocopies of transcripts
must be submitted with the application. The number of credit points
awarded will be decided by the QA & A Committee only after individual
application with a maximum of 15 points per course. |

| 6.6 | Accreditation may be awarded for completion
of Continuing Medical Education Programme of other Colleges of General
Practice/Family Medicine. The number of credit points awarded will be
decided by the QA & A Committee only after individual application. |
||
| 6.7 | Accreditation may be awarded for participating
in health education for the public e.g. talking to school children as
a physician, writing newspaper articles or appearing on television giving
health education. The number of credit points awarded will be decided
by the QA & A Committee only after individual application with a maximum
of 2 points per activity. |
||
For Educational Activities
under items 4.2, 4.8, 4.22 and 6.4 to 6.7, participants have to apply
in writing with the appropriate fees to the Quality Assurance and Accreditation
Committee at the end of the academic year and before January 15th of
the following year if they want to obtain accreditation for their additional
educational activities. It is the responsibility of the applicants to
file the application forms for special consideration with details (photocopies
of events, transcripts or published articles, etc.) and written proof
of attendance issued by the organizing institutions in support of the
application. The Quality Assurance and Accreditation Committee have
the final right in deciding the number of credits awarded for each activity.

REGULATIONS FOR AWARD OF CME CERTIFICATE All Fellows and members of our College (except student & affiliate members) are automatically registered with the Quality Assurance Programme (QA) at the beginning of each academic year. Accreditation will be recorded throughout the year in the form of "credit points". At the end of the academic year, summation of the total score will be recorded in the member's record. Regulations for award of CME certificate are the same as the "Regulations for award of Quality Assurance Certificate". Members and Fellows who have been awarded not less than 30 CME/CPD credit points, but without or less than 10 CPD points under the "Regulations for award of the Quality Assurance Certificate", will be awarded a CME certificate upon payment of an administrative fee of HK$200. Fellows and members of the HKCFP who fulfill the requirements of the CME Certificate of can also retain their active status. HKAM(FM) fellows with the CME Certificate can also meet the CME requirements of the HKAM provided that the other criteria as laid down on section 3 of the "Regulations for award of the Quality Assurance Certificate" are also observed. However, Fellows and members of HKCFP are strongly to work for the QA certificates, which will be required in applying for membership or fellowship of the College, in applying for reciprocal QA arrangement with the RACGP and in joining some of the Boards and Committees of the College. |
