The Hong Kong College of Family Physicians (HKCFP) will jointly organize the Conferment Ceremony with Hong Kong College of Community Medicine (HKCCM) on April 18, 2004 at the Hong Kong Academy of Medicine Jockey Club Building.

Apart from conferring graduates of respective colleges, HKCCM will confer Honorary Fellowship to Prof Sian Griffiths, President of Faculty of Public Health, UK and Dr Sherene Devanesen, President of Royal Australian College of Medical Administrators. The 15th Dr Sun Yat Sen oration of this year will be delivered by Prof Michael Kidd.

Quality Assurance and Accreditation Committee News
 
REGULATIONS FOR AWARD OF CERTIFICATE OF QUALITY ASSURANCE
(Academic Year: January 2004 - December 2004)
 
All Fellows and Members of the Hong Kong College of Family Physicians [HKCFP] (except student & affiliate members) are automatically registered with the Quality Assurance [QA] Programme at the beginning of each academic year. Accreditation will be recorded throughout the year in the form of "credit points". At the end of the academic year, a Certificate of Quality Assurance [QA certificate] will be awarded ONLY to those Fellows and Members who have satisfied the requirements listed in Section 2 below. The total number of "credit points" awarded will also be endorsed on the Certificate as recognition of performance in Quality Assurance. Please safe keep your QA certificate, as it is an important document. Any its replacement will cost an administrative charge as determined from time to time by the Council of the College, the charge in year 2004 being HK$500 per each replacement.
(1)
The Award of the QA Certificate is open to all participants of the QA Programme. Fellows and Members of the HKCFP who have fulfilled the requirements of the QA Certificate can retain their active status. In addition, Fellows of the Hong Kong Academy of Medicine (Family Medicine) [FHKAM(FM)] have to comply with the regulations set by the Hong Kong Academy of Medicine [HKAM], which are summarized under section 3.
 
(2)
The requirements for the award of the QA Certificate are 30 credit points within the academic year and also participation in a minimum of 3 different types of activities to be eligible for the certificate, subject to the following provisions:-
 
2.1
At least 10 credit points must be obtained from the Continuous Professional Development [CPD] activities (listed in subsections 4.1 to 4.26).
 
2.2
At least a combined total of 20 credit points must be obtained from a combination of the CPD activities (subsections 4.1 to 4.26) and the Continuing Medical Education [CME] activities organized by the HKCFP (subsections 5.1 to 5.8)
 
 
(3)
The CME Programme of the FHKAM(FM) consists of three-yearly CME cycles organized through individual Colleges. All existing FHKAM(FM), including overseas fellows, are required to register with the QA programme of HKCFP at the beginning of each year (January). Accreditation will be recorded throughout the academic year in the form of credit points. Both the annual & total accumulative score within the 3-year cycle will be sent to the Fellows at the end of each academic year. As our College's Assurance programme is structured on a calendar year basis, in order to comply with the 6-month rule laid down by the HKAM, the commencement of the first 3-year QA cycle for new HKAM fellows who are conferred between January 1 to June 30 will be on July 1 of the same year. For new fellows who are conferred between July 1 to December 31, the QA cycle will commence on January of the following academic year. All HKAM(FM) fellows are required to fulfill the following criteria laid down by HKAM:
   
  3.1
They must attain either a CME or QA certificate from the HKCFP each year.
   
  3.2
They must attain a minimum of 90 credit points over the 3-year cycle.
   
  3.3
Teaching medical/postgraduate students and research activities are not recognized by HKAM as CME activities. Fellows who include teaching medical/postgraduate students or research activities (listed under items 4.1, 4.2 and 4.7) as part of their minimum 10 CPD points requirement for the QA certificate need to get the corresponding number of extra CME/CPD points from other categories to cover up. For example, if you get 20 CME points, 5 CPD points form teaching medical students (item 4.1) and 5 CPD points from any activities from items 4.3 - 4.26 (except item 4.7), you have to get extra 5 CME/CPD points (from items 4.3 to 6.7 except item 4.7) because the 5 CPD points from 4.1 would NOT be counted as CME activities under the HKAM guidelines.
     
  3.4
In order to fit into the new practising certificate requirements of the Hong Kong Medical Council, which will come into force on 1st January 2005, all the present three-yearly CME cycles for HKAM fellows will end prorata on 31st December 2004. A new three-yearly CME cycle will commence on 1st January 2005.
     
(4)
Continuous Professional Development (CPD) with automatic computer recording except for items 4.7, 4.8, 4.12 and 4.13.
 
 
Activities related to Teaching, Educational Development and Research:
     
  4.1
Up to 5 points may be awarded for teaching/tutoring medical students in family medicine attachments for a full year upon receipt of the recommendations from the Universities before the end of the academic year.
   
  4.2
Up to 5 points may be awarded for acting as a mentor/clinical supervisor of vocational trainees in Family Medicine for that particular year.
   
  4.3
Up to 5 points may be awarded for acting as examiner for the Conjoint HKCFP/RACGP Fellowship Examination, or as examiner of the Exit Assessment of HKCFP Higher Vocational Training for that particular year.
   
  4.4
Up to 5 credit points may be awarded for being a CPR Instructor or an instructor of the Assessment Enhancement Course organized by the College for that particular year.
   
  4.5
One credit point may be awarded for being a moderator and up to 3 credit points for being a speaker on session basis for activities listed in subsections 5.3 to 5.5 and from 6.1 to 6.2 upon receipt of the recommendations from the organizing institutions before the end of the academic year.
   
  4.6
One credit point may be awarded on session basis for being the chairperson/speaker of the pre-approved small discussion groups listed in subsection 5.6 upon receipt of the recommendations from the Board of Education before the end of the academic year.
   
  4.7
Accreditation may be given to participation in research work related to the field of General Practice/Family Medicine. The number of credit points awarded will be decided by the Quality Assurance and Accreditation [QA & A] Committee only after individual application at a maximum of 4 points per 3 months of data collection.
   
  4.8
Accreditation may be awarded for publishing journal articles, books or thesis with a maximum of 10 points for each journal article published in an indexed or refereed Medical Journals or publishing a medical book or thesis; and a maximum of 5 points for each journal article published in other journals or publications not mentioned above. The number of credit points awarded will be decided by the QA & A Committee only after individual application except for publications in the Hong Kong Practitioner, which will be automatically updated by the computer.
   
 
Activities related to Professional Development
   
  4.9
3 points may be awarded for passing each segment (65% or above), 5 additional points for overall passing of the Conjoint HKCFP/RACGP Fellowship Examination to a maximum of 10 points for that particular Year.
     
  4.10 3 points may be awarded for passing each segment, 5 additional points for overall passing of the Exit Examination of the HKCFP Higher Vocational Training to a maximum of 10 points for that particular year.
     
  4.11 3 points may be awarded for passing the Cardiopulmonary resuscitation and basic life support (CPR) assessment organized by our College.
     
  4.12 Up to 10 points may be awarded for passing a professional examination (Membership/Fellowship, etc.) relevant to General Practice/Family Medicine. The number of credit points awarded will be decided by the QA & A Committee only after individual application.
     
  4.13 Up to 10 points may be awarded for passing an academic examination (Diploma/Master Degree, etc.) relevant to General Practice/Family Medicine. The number of credit points awarded will be decided by the QA & A Committee only after individual application.
     
  Activities related to Quality Development
     
  4.14
Up to 5 points may be awarded for participating in a quality assurance activity/exercise/workshop organized by our College.
   
  4.15
Up to 5 points may be awarded for participating clinical attachment courses organized by our College.
   
 
Practice Audit, Review and Appraisal
   
  4.16
Up to 15 points may be awarded for the submission of a self-audit report on an evidence-based medical protocol, such as Eli Lilly Centre Audit Protocols, to the QA & A Committee. The protocols are available from the College Secretariat.
   
  4.17
Up to 10 points may be awarded to a self-audit on the Prescription Pattern upon submission of a written report. The protocol is available at the College Web Site or from the College Secretariat.
   
  4.18
Up to 10 points may be awarded to a self-audit on the Referral Pattern upon submission of a written report. The protocol is available at the College Web Site or from the College Secretariat.
   
  4.19
Up to 10 points may be awarded to a self-audit on the Investigation Pattern upon submission of a written report. The protocol is available at the College Web Site or from the College Secretariat.
   
  4.20

Up to 5 credit points may be awarded upon submission of an evidence based practice report with reference to a journal article published in the Hong Kong Practitioners, the Hong Kong Medical Journal or in an indexed or refereed Medical Journal.
   
 
Structured Learning Activities
   
  4.26
Up to 10 points may be awarded upon submission of a completed Portfolio of the Self Learning Plan. The protocol is available at the College Web Site or from the College Secretariat.
   
(5)
Continuing Medical Education (CME) with automatic computer recording
   
  5.1
One credit point may be awarded for each correct set of answers (with score over 50%) to the MCQs provided at College educational activities or enclosed in the College Journal, the Hong Kong Practitioner. Only answers returned to the College within the specified time will be assessed.
   
  5.2
One credit point may be awarded for attending each video session organized by our College.
   
  5.3
Up to 2 credit points may be awarded for attending each afternoon or evening lecture or for attending each educational meeting and seminar organized by our College.
   
  5.4
Up to 4 credit points may be awarded for attending each half-day workshop or symposium organized by our College.
   
  5.5
Up to 2 credit points may be awarded for attending each seminar and up to 4 credit points may be awarded for each Sunday workshop/symposium at the Annual Refresher Course organized by our College.
   
  5.6
One credit point may be awarded for participation in small discussion group that is pre-approved by our College's Board of Education.
   
  5.7
Up to 12 credit points may be awarded for satisfactory completion of the full-year HKCFP "Check on CHECK" programme.
   
  5.8
Up to 15 points may be awarded for each clinical attachment organized by our College.
   
(6)
Other Educational Activities
   
   
Apart from educational functions organized by our College, medical education organized by other institutions and in other forms may be accredited CME points under the following guidelines:
   
  6.1
Medical conferences or educational activities organized by other Colleges of the Hong Kong Academy of Medicine may be accredited upon application for prior approval by the organizing institution. Seminars/workshops/symposia/conferences/ postgraduate courses in Family Medicine organized by other institutions may also be accredited upon application for prior approval by the organizing institution. Up to 10 credit points may be awarded for satisfactory completion of the electronic MCQs on Internet web sites that are pre-approved by the Board of Education at 1 credit point for each correctly completed topic. Pre-approved functions will be automatically updated by the computer.

Accreditation may be awarded for attending overseas symposia/conferences etc. organized by sister WONCA Colleges. The number of credit points awarded will be decided by the QA & A Committee only after individual application with a maximum of 10 points per meeting.

Accreditation may be awarded for attending postgraduate courses designed for general practitioners, e.g. Diploma courses and Master courses in Family Medicine. Award is normally given on completion of the course, unless the course lasts for more than 12 months and is taken and graded in sub-units. Photocopies of transcripts must be submitted with the application. The number of credit points awarded will be decided by the QA & A Committee only after individual application.

Accreditation may be awarded for completion of Continuing Medical Education Programme of other Colleges of General Practice/Family Medicine. The number of credit points awarded will be decided by the QA & A Committee only after individual application.

Accreditation may be awarded for participating in health education for the public e.g. talking to school children as a physician, writing newspaper articles or appearing on television giving health education. The number of credit points awarded will be decided by the QA & A Committee only after individual application with a maximum of 2 points per activity.
   
For Educational Activities under items 4.7, 4.8, 4.12, 4.13 and items 6.4 to 6.7, participants have to apply in writing with the appropriate fees to the QA & A Committee at the end of the academic year and before January 15th of the following year if they want to obtain accreditation for their additional educational activities. It is the responsibility of the applicants to file the application forms for special consideration with details (photocopies of events, transcripts or published articles, etc.) and written proof of attendance issued by the organizing institutions in support of the application. The QA & A have the final right in deciding the number of credits awarded for each activity.
   
   

REGULATIONS FOR AWARD OF CONTINUING MEDICAL EDUCATION CERTIFICATE
(Academic Year: January 2004 - December 2004)

   

All Fellows and Members of the Hong Kong College of Family Physicians [HKCFP] (except student & affiliate members) are automatically registered with the Quality Assurance [QA] Programme at the beginning of each academic year. Accreditation will be recorded throughout the year in the form of "credit points". At the end of the academic year, summation of the total score will be recorded in the Fellows and Members' record. Regulations for award of the Continuing Medical Education [CME] certificate are the same as the "Regulations for award of Quality Assurance Certificate". Fellows and Members who have been awarded not less than 30 credit points, but without or less than 10 Continuous Professional Development [CPD] points under the "Regulations for award of the Quality Assurance Certificate", will be awarded a CME certificate. Please safe keep your CME certificate, as it is an important document. Any its replacement will cost an administrative charge as determined from time to time by the Council of the College, the current charge in year 2004 being HK$500 per each replacement.

Fellows and Members of the HKCFP who have fulfilled the requirements of the CME Certificate of can also retain their active status. HKAM(FM) fellows with the CME Certificate can also meet the CME requirements of the HKAM provided that the other criteria as laid down on section 3 of the "Regulations for award of the Quality Assurance Certificate" are also observed.

However, Fellows and Members of HKCFP are strongly advised to work for the QA certificates, which will be needed when upgrading membership or fellowship status, in applying for reciprocal QA arrangement with the Royal Australian College of General Practitioners and in joining some of the Boards and Committees of the College.
